- Must be an employed Elkhart County Resident
- Credit score at or below 600 (TransUnion FICO score 4)
- Vehicle is necessary in order to get to work or school
- Income is below 80% of Area Median Income Guidelines (see below)
- Able to meet eligibility & coaching requirements
